You can usually keep every pixel

A 12-megapixel phone photo at 1 MB works out to roughly a byte for every twelve pixels, which a modern JPEG encoder handles without visible damage on ordinary subjects. In practice this tool will keep your original dimensions and only lower the quality setting — no resizing, no cropping, nothing to explain to whoever receives the file.

The exception is a very noisy image: a photo taken in near darkness, or a scan of a textured surface. Noise is random, and random data does not compress. Those files may need their pixel size reduced, and the result will say so.

The usual reason people need 1MB

Job portals and application systems, most often. Many accept up to 1 MB per document and reject anything above it without explaining which file was at fault. Messaging and email systems care too, though for a different reason — they cap the whole message, so ten photos at 1 MB is a different problem from one.

MB here means 1,048,576 bytes

There is a real ambiguity in the word. Some systems mean 1,000,000 bytes when they say 1 MB, and others mean 1,048,576 — a difference of about 5%, which is more than enough to fail an upload that looked fine. This page targets the larger, more common meaning. If your form is strict and rejects the result anyway, switch the unit below to kB and enter 1000.

Landing just under, not far under

Ask most tools for 1 MB and they hand back something far smaller. That looks like success and is really waste — every unused kilobyte was quality given away for nothing. This searches for the highest quality that still fits. Measured across 28 runs — the seven size limits on this site against four different pictures — nothing came back over the limit, and the results filled 96% of the budget on average.
